Right to Choose a Doctor

One of the most basic patient rights is the right to choose their physician. In order to use this right, "Physician Selection Practice" studies were started in 2004 in order to increase the number of outpatient clinic rooms in hospitals. The studies carried out in this context are listed below:
 

CIRCULAR PUBLISHED - September 2004

“Circular on Restructuring of Polyclinic Services” numbered 2004/117 was published on September 8, 2004. In this context, hospitals that meet the conditions specified in the relevant Circular have started to hang the "Right to Choose a Physician Logo" on their hospitals.
 

IN-BED TREATMENT BUSINESS REGULATION-May 2005

In the Inpatient Treatment Institutions Business Regulation, "A regulation is made for every clinician specialist available in inpatient treatment institutions to provide polyclinic services, allowing patients to choose a physician." article has been added.
 

DOCTOR SELECTION DIRECTIVE HAS BEEN PUBLISHED - October 2007

In order to determine the procedures and principles for patients to freely choose and change the physician from whom they will receive health care, to take measures for physicians in health institutions to provide appropriate outpatient clinic services, and to establish the necessary service, physical and personnel infrastructure for this purpose, directive studies were initiated and No. 9379 was issued on 17 October 2007. "Directive on the Arrangement of Polyclinic Services in Health Service Provision in a Way to Enable Patients to Choose and Change Physicians" has been published with the approval of the Authority.

This Directive covers primary health care institutions affiliated to the Ministry of Health, district hospitals, general hospitals, special branch hospitals, training and research hospitals and oral and dental health centers.
 

Oral and Dental Health Services Circular Published-October-2007

In this context, circular numbered 17.10.2007 / 21481 was published in order to initiate the practice in oral and dental health centers.
 

Written Instruction Sent to All Provinces-July-2008

With the letter sent to all Governorships, hospitals that do not currently provide the right to choose a doctor were asked to start the practice of choosing a doctor by using their physical facilities (including the district polyclinic) at the highest level, and all our institutions were asked to hang the logo of the right to choose a doctor specified in the Directive on Selection of Physicians in their institutions by September 15, 2008 at the latest. It has been instructed that until this date, there will be no hospitals that do not provide the right to choose a doctor (to be announced if there are absolutely compelling reasons). Hospitals that could not provide the right to choose a physician were asked to submit their reasons to our Ministry in a detailed report.

“The patient has the right to choose his physician freely.” (Declaration of Lisbon 1981)

“Patients have the right to choose and change their physicians or other healthcare personnel and healthcare institutions in accordance with the functioning of the healthcare system.” (Amsterdam Declaration 28-30 March 1994)
“The patient has the right to freely choose and change his physician and hospital or healthcare provider institutions, regardless of whether they are in the private or public sector. “The patient has the right to seek the opinion of another physician at any stage.” (Bali Declaration September 1995)
